Why can't I answer calls from private numbers?

cant answer call from private numbers

whenever I get a call from a private/unknown number the phone doesn't ring. I get a black screen and call goes straight to message bank. my phone is a Samsung note 2.
hope someone has a solution to this frustrating problem. no issue with any other calls.
