Why can't I change my default storage location to my SD card?

Is it possible that twin app app is using the SD as a storage location for its functions and as a result is blocking the ability to set the default there in order to preserve that functionality?

To be honest - using the SD as the default app location isn't the BEST of ideas. It's slow and susceptible to corruption, things 'break' if the card is removed for one reason or another, it doesn't help with ease of transition to a new phone and it doesn't really save you as much space as you think.
 
That error message is actually a good sign you should appreciate more.
Keep in mind that by having some apps moved to your microSD card, at that point you have to leave that card in your phone at all times. Plus, and this is a well documented point a lot people for whatever reason ignore, when you do 'move' an app to a microSD card, it's always a matter where some of the app data must stay within the internal storage media and some of it resides within the card's storage media. Another important thing to consider is however you use a microSD card, it's a convenience measure not a given. By using it to essentially become a fixed part of your phone, that's an intentional repurposing of the card, so do this because there's no other alternative, not just on a whim.

You would be better off using your microSD card just for supplemental, extra storage space -- i.e. photos, audio files, videos, etc. But really, if you really need more storage capacity, it's time to buy a phone with more internal storage.
