Why cant I have more control over my notifications in Oreo

Especially with the Facebook messenger app, back on nougat, I used to be able to change how important the notifications are through the system ui tuner, this really helped to get rid of the huge white bar that shows up when something happens on Facebook and its messenger app, I dont mind having the floating chat head but I'm getting fed up with the huge white box that covers up something like a game or a youtube video. Can someone help me?

Welcome to Android Central! Which phone? Go to Settings>Apps, select an app, tap App Notifications, then under Categories, tap one of the items (the word, not the toggle switch on the right). You should then see another menu screen where you can set the Importance.

I'm using the Sony XZ2 if that matters, anyway I dont find anything like what you said, all I can do is turn them or off, allow sound and have lights no way to set the importance, this is getting really annoying now, is there really a way to block this notification style for Facebook messenger and be able to keep the floating chat bubbles or is it only an all or nothing feature? I feel like this is a step backwards from my last phone I had, the Z5 with nougat, a much better experience with how much control I had over my notifications.

I assume you are looking for this screenshot here, I also added the same settings screenshot from the Android messages app which has the priority setting option shown in the picture where as the Fb messenger doesnt have the relevant setting.

Is it really that hard to get rid of the banner notifications now in oreo? I just hope Google will allow users to have FULL control of how their notifications show up in Android P

Hmm, I see now what you're saying. I'd guess that's an issue with how the app is coded. The best thing I can suggest at this point is to end feedback to the developers about this.:-\

Aww shame, back on marshmallow, there used to be an option in the ui tuner which would over ride these notifications no matter what app you used. ☹️
