Why can't I install apps even when I clearly have enough space?

Cant install apps even when I clearly have enough space.

When I go into settings and go to storage it says i have 1.05 GB of free space (Internal storage) and on top that 7.40 GB of SD card space and manage apps also says I have at least 175 MB free yet I still cant install a 60 MB app saying I have insufficient storage. I am running a rooted phone and the app download location is set to my external SD.

I had this issue on my old phone, I had to have about 2 GB of free internal space to download apps.
