Why can't I keep alarm notifications on AND choose custom exceptions for calls and messages?

I used to be able to set an alarm AND select certain contacts to ring through with a text or call (Favorites). Now, the toggle switch is greyed out and I can't have alarms on AND set custom exceptions.

Weird. I just checked mine and alarms is greyed to 'on'.

The most recent update, caused me to have issues on my s7 edge. I completely wiped and started from scratch works fine now
