Welcome to Android Central! Which phone? Are you using the stock Phone and Messaging apps, or are you using some 3rd party messaging platform like Facebook Messenger, WhatsApp, etc.?

A most likely permission you disabled for texting is the premium sms permission. It's the popup that warns you the app might cost you money.

You just deny calling and messaging function by mistake, try to reset it from phone settings or reset the phone.
