Why can't I make calls on my Galaxy Tab 3 but I can receive them?

why cant i make calls on my galaxy tab 3 but i can receive them?

I can receive phone call and send and receive sms but i cant make call. it just says 'call ended'.

Do you have mobile data enabled tablet? It should have a sim card and you probably have another plan for it with your mobile carrier. If not, then you may only be able to make calls over ip (voip) by using a service such as Hangouts or Skype.

If it has a sim I would check the apn settings or contact the carrier. Tell us the model number (system settings - about phone) and we'll try to help further.
