Why cant I remove the lock?

I just recently got the update to my HTC one M7. Normally I dont use a lock for my phone but I put one on last night. I try to take it off and the option to turn it off wont work. Saying its disabled by administrator . I tried turning off the Android Device Manager but it still wont work. Anyone know how I can fix this?

what kind of lock exactly and how did you implement it?

Its a lock with a pin number and I did it through the security settings

Did you enable VPN or added a new email account (like work email with special credentials) ? These scenarios force a pin # lock screen.

I dont think I enabled anything. Didnt add any new emails. Im not sure if this is form the new update or something. How do I check the VPN?
