Why can't I send a pic from Galaxy S5 (marshmellow) to WIndows 7 laptop via bluetooth?

I can get the two to "pair", I can x-fer pics from laptop to S5, but not from phone to laptop. On the phone it says file being sent, then a few seconds later it says "file not sent". I checked "my received files" folder and it's empty.
 
Tried soft reset, no help. I notice in the laptops device manager, when I pair the phone to the laptop, under "other devices" there are 4 or 5 bluetooth peripheral device drivers in alarm mode. I've tried for 2 days now trying to find the correct drivers I can update them with. Tried Samsung, Windows and Dell sites, no luck. What really wierd is that I can listen to songs on the phone using my laptop, so I know the laptop can hear the phone.

Bare in mind, I've only been a smart phone user for abt 7 days, so it could be something really dumb/obvious..
 
So far I have tried installing Windows Mobile Device Manager, the latest drivers from Dell ( Intel® Centrino Wireless Bluetooth Adapter, PROSet/Wireless Bluetooth Software, 6230 Bluetooth 3.0+HS Application), the Broadcomm Driver versions 6.0.1.6300 and 6.2.1.500..
All no help. I still having the same Bluetooth Peripheral Device Doesn't Have a Driver issue in the device manager.

Has anyone ever been able to transfer a pic from a S5 (marshmallow) phone to a Windows 7 (64 bit) laptop via Bluetooth?
Starting to think it's not possible.
