Can't send or recieve mms messages over wifi

I have a Nexus 5x with Android marshmallow. I can't send or receive pictures unless I have data turned on. They don't download or send when I have WiFi turned on.

That is normal. MMS messages require a mobile data connection.

I had this same problem with my Samsung Galaxy S5. I set my wifi calling to cellular network preferred and the problem was solved. I am not sure if there is a similar setting with Nexus 5 phones, but you may want to give it a try.
 
You can now MMS over WiFi with a Google Voice number using Hangouts. Just FYI.

I think Textra has a setting to toggle WiFi when sending MMS.

MMS requires a mobile data connection to work. The only times it will usually go over wifi via the carrier is with WiFi calling which your carrier has to support.
