Why cant I set a lock screen?

Galaxy S8, Android 9, Verizon.
I cannot set any screen lock other than swipe or none. Any attempt at setting a PIN or pattern just reverts back to swipe or none, whatever was already there. I've tried clearing credentials, safe mode, disabling device admin apps, setting screen lock from the find my device web site, basically anything I could Google an answer for.

This is a pretty bad bug but I'm glad some apps require a screen lock for certain security sensitive functionality because I'm pretty much vulnerable without it and thats how I discovered this.
