Why can't I swipe into different languages?

I rooted my galaxy note2 and I assume it updated to 4.4.2 and I downloaded root toolbox and since then I could not swipe into different languages I watched a video on youtube it recommended that I should turn off the notification monitor but can not fin it on my phone please help
