Why can't I swipe up and down on my Samsung Galaxy S4?

why can't i swipe up and down on my Samsung galaxy s4?

I have a Samsung Galaxy s4 and my doughter played with it and now my phone has Talk Back activated and when i wanted to deactivate it i couldnt swipe down on my touch screen to get to the deactivating option. Nothing else is wrong with my touchscreen. Please help

During TalkBack, a simple tapping gesture is replaced by a double-tap, while a swipe gesture will require you to use two fingers.
