Why can't I use video call on my messenger (Galaxy Ace 2)?

i can't use video call on messenger my phone is galaxy ace 2

my phone is galaxy ace 2.. when using my application messenger i don't have a video calling icon, only an audio call and a chat..i already uninstalled it and then installed it again but still same result no video call.
