Why do I have to download picture text???

When i recieve a picture text from someone i have to touch the download tab within the message to open it up. Why doesnt it show up ready to view like regular text messages? is this normal? most pic text come from iphone users.
 
Welcome to Android Central! Pictures are sent via MMS, which requires your mobile data connection (i.e. 3G or 4G), rather than the voice connection or wi-fi. If you receive an MMS while your mobile data is off, you will be notified that you received an image, but then you have to turn on mobile data in order to download the image. If your mobile data is on while you receive the message, the photo should automatically appear.
 
Make sure you have auto retrieve checked in the setings under mms section this may also help.

Will they auto download on t-mo variant with WiFi calling? Ice ran into this a couple of times myself.

When I had my old HTC desire awhile back , when someone sent me a picture via text, i wouldn't have to have data on to receive the picture/s. It would automatically just turn it on for the second it would need data and then turn it off automatically.
Now with my Samsung GS4, I have to manually turn the data on to receive the pictures then manually turn out off again .... Kinda sucks for sure .

So what setting if any needs to be done so it's automatic like my old phone was?

Try looking in your WiFi settings for something called 'Smart Network Switch'
I have it on my Note 4
