Why do I keep getting battery consumption notifications?

[Android Central Question]

I get notifications of apps consuming too much battery, I select the option to close them all and I make sure nothing is running in the background. Some time later I get the damn notifications again. It's very annoying, what's going on? do those apps restart again by themselves? if that's the case how can I stop that? I have Android 6.0

And what apps? Are you using a battery saver or some booster type app?
