Why do location tags not always work?

I have location tags turned on for my S9. But, some photos end up NOT storing location info.. some do. Not sure if there's rhyme or reason to why some pictures store location tags and some don't.

All taken with the same camera app? See if you have enough GPS signal to get a location where you aren't getting tags - use GPS Status & Toolbox.

I have same issue. Same Galaxy S7 phone, latest Android OS, same camera app, at the same event in the same location (outdoors where GPS signal is plentiful) = some photos have GPS location and some do not ... seems random when it works and when it does not. Must be an Android software bug. HAS ANYONE ROOT-CAUSED THE ISSUE?
