Why do the apps on my phone keep running (Moto G)?

Anyone can explain me why the apps on my phone kept running and my my RAM storage as well as of now I have 346MB free ( it's getting lower and lower ) what I did is I always use clean master on my phone to kept boosted

Android likes having RAM full. It helps with the loading of apps.
