Why does Google Photos Locked Folder need an internet connection?

I thought the point of the locked folder was to be only on your device, and encrypted... when I unwittingly lost internet while moving some things to locked, I got a pop-up saying it needs internet access to move the files... what?

Can somebody explain why?
