Why does my battery settings say battery usage is not available?

For some reason when I try to go check my battery settings it says battery usage not available I think it started to happen after I did a security update because I remember it used to not say that and yes I have tried wiping the cache partition but still no luck I'm running Android Oreo 8.1

Did you just finish charging the phone? Battery stats usually aren't available for a little while after the phone has finished charging. It need some time to start estimating charge remaining based on current usage patterns.
