Why does my EVO 3D never turn on fully?

So my brother-in-law gave me his completely working EVO and it didn't turn on. Realizing the battery's white sensor turned pink due to being shot, (electrically), we got a new one. It turns on until the sprint screen shows up, then automatically restarts all over again. I tried rebooting it, puting it in recovery mode and back, along with factory resetting it. The closest it got to turning on was when it came to a screen that said

after putting it in recovery mode. I'm not sure if it is fixable or already just junk. Please let me know!
