why does my phone immediately end the call when the called phone answers?

Galaxy-7 texts ok- data ok but cannot make or receive calls because the phone ends the call. Actually had this on another phone (Samsung j3) and got new phone because I thought the phone was at fault. Same thing with the new phone. Tried factory resets, had the number changed - nothing works. Ideas? service is TracFone.
