Why does my phone only charge when turned ON

I only see people complaining about how their phone only charges when turned off

But mine is completely different

My phone ONLY charges when turned ON

When I completely shutdown my phone, my phone will only charge for a few minutes if I press the power button (when you want to see the battery percentage)

When my phone is turned on, my phone won't charge if the display is turned off

I'm using a Cherry Mobile Flare XL Plus Android Lollipop 5.1

Are you sure it's not charging? If you leave it on charge overnight and turn it on in the morning, it's out not charged?
