Why does my phone say insufficient space when trying to download an app?

[AC Question]

I am trying to download an app, but my Samsung S4 mini keeps saying "Error - There is insufficient space on the device." I have deleted all the other apps that I could and I have put in a new SD memory card. The app is only 17mb in size and I have deleted more than enough apps for it to have space.
Do I need to delete system memory (If so, please explain how) or what do I need to do?

Delete unnecessary app from internal storage as well as external storage and then try again
