Why does my Samsung Galaxy SIII Mini not turn on?

My phone (Samsung Galaxy SIII Mini) spontaneously froze and turned off this morning. When I turn it on now, I can't past the standard welcome screen that says: "Samsung Galaxy SIII Mini GT-I8190N" it won't do anything like a soft/hard reset. The only thing I can get it to do is go to the download page. It will not restart in anyway shape or form. Samsung don't know what it is and want to charge me to repair it because it is 1 month out of warranty! Any help useful, thanks!
