Why does the adb terminal on my phone keep getting an error?

adb terminal on my phone keeps getting an error,

Hello, when i try to start a adb server on the terminal integrated in my phone, it keep respond with this error

Deamon not running. starting it now on port 5038
cannot bind 'tcp:5038'
ADB server didn't ACK
Failed to start Daemon

infos of my phone:
phone:samsung galaxy s4 GT-I9500
Custom ROM:cyanogen 12.1
Android version:5.1.1
build number:I9500XXUHOG2

pls help

Welcome to the forums. Have you granted root access to the terminal app?
