Why does the proximity sensor turn my screen ON during calls?

Hi - when I make a call, I *explicitly turn off the screen with power button.* But then if I cover the proximity sensor with my face, and then remove my face, the screen turns back on even though I haven't pressed the power button again. This is annoying, because now whenever the sensor glitches, I can face swipe and face dial emergency numbers while on a call. How do I make the screen *stay OFF* unless I explicitly press power button or fingerprint sensor??
 
On most phones, you don't. Turning the phone off by the power button is just an additional way of hanging up.

If the screen isn't near your face, you're not going to "cheek dial", which is all the proximity detector is supposed to prevent. It's not supposed to keep you from manually dialing.
