Why does the Screen Brightens Up only when in Good Lighting Source?

To me & others, the Screen is only suppose to be Brighter only when in Dark Areas where ever you go.

Well, that's the opposite of how it is in fact done, which makes sense if you think about it. A dim screen will suffice in dim conditions; a bright screen is needed in bright conditions.
