Why pc not recognize my s3 mini after i connecting and disconnecting OTG cable?

My s3 mini has broken screen and secured with PIN password. I need get files from there (photos, videos). I connected keyboard with OTG cable, typed code and pressed enter. Okay, my phone is unlocked, but when i connect phone to pc it is not recognizing. I need to reboot phone and then pc recognizing, but i cant see files because it is locked. So what solutiont for that? Thank you for your answers and sorry for my english

I'm registered now. When i connecting OTG cable, my S3 mini recognize that i connected OTG cable, but when i connect USB charger nothing happening. By the way my s3 mini have cyanogen mod installed.

Sorry, but I don't have any CM experience, so I don't know if something in the rooting process or in CM itself might be causing the issue.
