Why doesn't my Windows 7 PC recognize my Android Galaxy Note 2 Device?

I connect my Android Device (Samsung Galaxy Note 2, Model GT-N7100) via USB cable to my PC. After a brief period of time, Windows is supposed to display either a window asking whether to open the file folders or display the contents of the device in a Windows Explorer window. Nothing happens. I tried to reinstall the drivers for the Android device, but that didn't work.

I need to transfer files from my PC to my Android device, and I'm having a rough time with this. This is part of my job. Please advise. Thanks.
