Why don't I have a prompt message to unlock EE sim?

No prompt message to unlock EE sim

I have an LG G3 with EE and I have a code to unlock the phone however when putting in a different sim (non EE/Orange) there is no prompt for the unlock code. I have also tried the method of typing in 2945#*model no# and going onto the Network Lock option however I get a message telling me the phone is permanently locked and cannot be unlocked (despite no previous attempt to unlock and the phone was brand new but not directly unlocked)

Can anyone help?

Did you get the unlock code from EE?

The code came from (a reputable) local high street retailer, however even the code were to work or not, there is nowhere I can input the code to check
