Why don't inactivity alerts for Samsung Health work on Mondays?

I've had 2 different Galaxy Fit watches & 2 different Samsung phones. Inactivity alerts have never worked on Mondays despite being set for every day of the week between 07:00 and 22:00. They work all other days.
