The big question is whether Google is really trying to compete with Samsung, and to that I'm actually a bit doubtful. It sounds crazy (why would a company release a product and not want to compete?) but the primary focus of the Pixel phones is to showcase their vision of Android.
Sure, they'd love to get more Pixel phones in the hands of end-users, but they aren't doing this to cannibalize sales of other Android phones. That said, the big selling point of the Galaxy S9 is the camera, and the Pixel holds its own very well in that regard.
If you buy a Pixel, Google makes money....if you buy a Galaxy, Google makes money.
