Why htc m9 not charging

At least one week ago my device Htc m9 was s-on and i connect it with PC for S off , I was downloading software to uproot...but during this mobile went off...my mobile is still of tried every method vol up down power all things but not turns on even led not blinking mechanic says it's from Prb I connect charger but it also not charging, even though charger no rsspond..
Kindly suggest any solution

Did the phone have a low charge while you were trying to get S Off?

Battery may be too far depleted for the phone to recognize it.

Had that issue last week with a phone that was sitting around all weekend.

There are videos on how to jump start phone batteries with another battery.
