Why I can't factory reset my HTC One M7?

[Android Central Question]

I press Power+Volume down , I get into the Bootloader, I choose Factory reset and I receive this error:
E:missing bitmap oem_unlock_bg(Code -1)
E:missing bitmap oem_unlock_bg_yes(Code -1)
E:missing bitmap oem_unlock_bg_no(Code -1)
E:missing bitmap icon_ruu(Code -1)
Backup necessary files in data partition
E:failed to mount /data (Invalid argument).. try emmc mount
Formatting /cache…
Data wipe failed.

What does it mean? What should I do?

Welcome to Android Central! Unfortunately, it looks like either firmware or hardware failure. Are you able to boot the phone normally, or are you trying to factory reset it because it's no longer booting up?
