Why is "Add to Contacts" the only option when I click to call a phone number from a website or text?

Whenever someone sends me a phone number by text, or if I search for a number online and try to click to call, it seems like the only option is to add it to my contacts first before I call. I can't find any setting to change that. Isn't it possible to click/call a number without adding it, or without having to copy and paste it on my dial screen?
