Why is Internal Storage for my Samsung S4 not accepting any Apps?

My phone has two internal storage. first one is named Internal Storage with Total space 16.0gb 15.7gb available and the other one is named Phone storage with Total space of 7.85MB 0.00Mb available. By even using my 8gm memory card, no extra Apps can be installed. When I try, "no enough space."

Please help, I need to install more Apps.

Well, that's something weird why don't you try heading over to the settings>application manager>swipe left to all>Look out for Google PlayServices and Google PlayStore and clear the cache and the data stored. And then again try installing app and see if this time your device is accepting the apps. If still that doesn't helps tap *#9900# over the dialer and delete the DumpStat/LogCat file and see if that makes any difference.
 
Am really wondering because when I dial *9900# no option on my screen and when I check All Apps on Application manager am seeing some Apps that have been lookin for, like ToolKit etc. These Apps do not appear on my menu.
Please advise me further.
