Why is my battery percentage going DOWN (here and there) while phone is charging ?

My charger was working fine , then it got a shortage in it so I baught a new HTC charger , it worked fine for about 2 weeks , now , when i charge my phone it works sometimes then other times it will say it is charging (greeen light) but i realize the percentage is going down , and sometimes it'll even act as if it has a shortage in it ALREADY (green light coming on and off) Help Please !

Change the battery or convert to a Qualcomm charger and see what works. Or its because your phone is over heated in the circuits
