Why is my notification bar and recents button not working?!

[Android Central Question]

My phone went off due to low battery and I plugged it in almost immediately, after letting it charge for a while I turned it back on only to see that my recent apps button and my notification bar were not working...
I tried to use developer options also but it said 'developer options not available for this user'

I am using Tecno K7 BTW...
