Why is my phone only charging when off?

My Samsung Galaxy S4 only charges when its asleep, if I'm using it while it's plugged in it will actually start to lose battery but it will still act like it's charging. I have tried a different charger, but it didn't help

Try using the orginal charger that your Gs4 came with , it pretty sure its your charger
