Why is my pixel 3 shutting down all my apps before opening???

So due to it creating double photos for all my photos taken , my apps are now closing before ever opening and won't work .I erased all these apps thinking it was me and somehow I have to many to now see double pics of them all so I started eraseing and uninstalling and still not working and I have plenty space left so I don't know what to do...help

Please clarify why you think that photos are causing the issue.
