Why is my screen flickering black with certain ads/videos?

I've had this problem for a few weeks now, and it's getting really annoying. When I go to watch an in-game ad, or when one pops up in a game, half the time the screen starts flickering black, like a strobe light. 9 times out of 10, I have to force quit my game in order to close the ad. I first started noticing it either after the Android 10 update or maybe an Android System Webview update. Is this related to Chrome abandoning flash? Or something else? I do not have these issues with ads in chrome or other apps. Just my games, and all of them.

You could try temporarily uninstalling updates to Android System Webview.
 
I had tried clearing caches previously with no results. I rolled back Android WebView updates, and *so far* I haven't had the flickering. Fingers crossed it stays that way. Is that app necessary?

In this kind of situation, you just have to wait until Google updates Android System Webview again and hope that they fix the issue. It's worth giving Google some feedback about this issue.
