Problem installing apps to SD card with rooted Galaxy Ace

My S3 died, so I'm stuck with a Galaxy Ace for the time being, running 2.3.6. I need a few apps but the internal storage is too small to install them. I successfully rooted the phone and used pm setInstallLocation 2 to change the default install location to the SD card. However, even though getInstallLocation shows External as the install location, I am still unable to install apps because the phone reports insufficient space. The SD card is almost completely empty, so I know that it's still trying to install to the internal storage. Can anyone give me some advice on how to correct this? Thank you for any and all help.
