Why is my tablet's system using 1.1 gigabytes of RAM?

My Galaxy Tab A has 2 Gigabytes of RAM on it. Except 1.1 gigabytes of it is being used by the system even after I restart the tablet and do the memory cleaning thing. So I'm left with 800 MB of RAM because 100 MB is reserved. Is the system supposed to take up that much RAM? I dont understand why I got a 2GB RAM tablet if half of it is going to be used by the system. How do 1GB RAM tablets even function?? I'm trying to increase my tablet's available RAM to at least 1 GB so that I can play Terraria on it. So is my tablet broken and needs to be fixed? Is there anything I can do about it to lower how much RAM is being used by the system? FYI I have a micro SD card installed on my tablet.
 
The way Andrioid works is to keep as many previously-used apps in RAM at a time, so when you "load" an app, you're just switching to it (which takes nanoseconds). The more RAM in use, the faster the tablet will appear to be operating. See Android Developers Blog: Multitasking the Android Way, written by one of the software engineers who develops Android.

(If you load an app and there's no room in RAM, Android just kills the leas-recently-used-app. Since Android apps have to maintain their current state at all times [that's part of what the cache is for], when you bring that killed app to the foreground, Android can just tell it "run, but start where you were", and to you it looks as if it's been there all the time.)
 
Hi, thank you for responding to me. My tablet has 13.6 GB/16GB used.
Documents: 73 KB
Images: 385 MB
Audio: 117 MB
Video: 69.4 MB
Apps: 4.6 GB
I guess that means the system uses 8.4286 GB of storage.
SD Card: 3 GB/29.7 GB. I've put everything I can onto my SD Card.
Also, I tried deleting ~6 apps I never use and the available RAM went up to 1 GB temporarily somehow then went back down to 800 MB. I've found that my tablet stays at around 800-850 MB of RAM but sometimes goes up to 900 MB when I do the memory cleaning thing.
 
On the Terraria Play Store Page it says:
"We recommend at least 2GB of RAM and a device from 2014 or newer. We support devices running Android 4.3 with 1GB of RAM and compatible graphics, but these devices may experience reduced performance."
My tablet is 8.1.0 and was made in 2016. So are you saying that Terraria would run on my tablet? Even after I clean the memory or restart the tablet, it says that I only have 800-850 MB of RAM available with 100MB reserved and 1.1 GB used by the system & Apps (Except I just restarted the tablet so theres no active apps)
 
Perhaps Terreria developers meant free RAM. Regardless, you have done the litmus test and it failed. The only suggestion that I have is to contact the developer for assistance
