Why is not every factory reset the same?

I factory reset my Moto Z Play a couple of days ago. Currently running 7.1.1. I factory reset it simply because it was too bloated. So then after 2 Days I decided to factory reset it again because some of my most used apps (instagram in particular) started behaving weird(crashing all the time even after reinstalling). What i found out is that after my first factory reset, the google play store was lacking play protect, which comes with the latest version. So after second reset suddenly play protect was back. My question is, why do multiple factory resets not put my phone to the same status?
Does anybody know something about this?
 
That's a server side token based switch within the Google Play app. Each time you factory reset, your device is getting a new token used by Google Play Services to identify the device. Whether or not the switch is flipped for that particular token determines whether or not you see the associated features.
 
Play might have updated right away, giving the illusion that the reset was different.
 
Apps can and do update in the background before you even get through the Initial Setup Wizard. Just FYI.

Also, resetting back to "factory" isn't always what shipped with the phone. This factory setting can also be updated over time.
