Why is read/received only on a few messages and not on others? I have a Note5

I have a Note5, in my messages that I send, sometimes there are read/delivered and most others are not? Where can I get the fix so everyone shows read or delivered?

Standard SMS does not support read receipts, only delivery receipts.

If your phone supports it, and your carrier support it, you can turn on the "enhanced calling/texting" features. Then if you and the other person are both on your carrier, you can sometimes get extra features like read receipts.
