Why is the pixel 2 sensor so slow?

I only now realized that the Pixel 2 and 2 XL are really slow and can’t do 1080p at 240 FPS and also not 4K at 60 FPS. That is so 2016! How can it be that the sensor is so slow compared to the 12 MP one used in the new generation of Android and iPhones?
 
Show me an Android phone that can do 4K60 and 1080p240.

It's because of Apple's new A11 SOC, which supports higher framerate video but Snapdragon 835 doesn't.

Characterizing the Pixel 2 as "so slow" because it can't record 4k at frame rates that rival a dedicated video camera is just plain silly.

The camera in the Pixel 2 is doing their computational photography algorithms so fast that there is virtually no delay between shots. How can you call that slow?

It will take 4k videos at frame rates that are much more than adequate for 99.9% of the population. The fact that some other cameras can take higher frame rate videos is no indication at all that the Pixel 2's camera is "slow".
 
I've never heard the phrase 'slow sensor' used to describe supported frame rates.
