Why is USB connection Android to PC such a PITA?

AC Question

1) Have now spent (read: wasted) far too much time/life trying to connect Windows PCs* with various Android devices** via USB; extensive reading/research, troubleshooting, "fixes", cord/USB slot swaps, plug&unplug cycles, settings changes, USB/driver reconfigs, etc. etc.

2) I've become extremely frustrated & aggravated; IMO - this process should NOT be remotely this problematic/challenging for average user of either technology!

3) QUESTION: At this point WHO is responsible [or, IRresponsible) for this unacceptable (& ongoing) nonsense??

4) Likely there's enough blame to go around; but intuitively it feels like two behemoth corporations, Micro$oft and Google, are in a pissing match***, with lots of their mutual consumers on the receiving end ... but I'm open to being (factually) disabused of this assumption.

* Win 7 Pro desktop, Win 8.1 Pro laptop
** MotoX 2014, Acer Iconia A200, Amazon Fire Tablets (7" + HD8)
*** ala M$ vs Apple incompatibilities
