Why is WiFi is using battery when it's turned off?

I have a new Samsung Galaxy S4. The battery has been draining pretty quickly ever since I got it. I've tried all the tricks, etc. But one thing I can't fathom - why is WiFi using my battery when I have it turned off? I've had my phone off the charger for a little over 7 hours so far today and haven't used it much as I've been at work. However, I'm down to 80% battery life and WiFi has used 6% of that... even though it's been turned off the whole time. Is there some app that is trying to turn it on maybe? Other high percentages on my battery including Android System (20%), Screen (14%), Google Services (14%), and Android OS (12%).

At some point the wifi may have been turned on and the amount of time may make up the 6%. If you click on the usage it should give you information about how long it's been in use. Could you let us know what that number is?

OP here, I created an account after asking.

It is saying that WiFi has been on for 7 hours 19m and 15s (which is the entire time my phone has been off the battery).
CPU total is 4 seconds.

However, when I go to the actual WiFi settings, it is clearly set to off, nothing is selected.

I should also add, I've never used WiFi since I got this phone. I don't live in range of any WiFi networks so I see no need to ever turn it on. I do, however, use PDANet - could that be the culprit? (I haven't used PDANet at all today though)
