Why isn't my HTC One M7 booting into anything properly?

HELP my HTC One M7 isn't booting into anything properly

It started when CyanogenMod crashed on lollipop, I thought ok it a normal crash ill just finish what I'm doing when it boots back up, instead it went into a boot loop where I can only access ADB and Fastboot for a certain amount of time before it reboots, and no recovery access at all. I've tried flashing another HBoot and TWRP but they both did't flash successfully, I've also tried re calibrating the battery

You may need to have the phone JTAGed. Look on eBay for a JTAG service and compare that to the cost of having the phone repaired locally.
